ASSET MANAGEMENT

Scope Note: The function of managing the Universitys assets. Includes ensuring that adequate systems are maintained to ensure that assets are promptly identified and recorded in the financial systems, deployed in an efficient and effective manner and protected from loss. In addition, it includes the review of the assets of the University on a regular basis to ensure that they are appropriate to meet the current and future needs and requirements of the organisation.

COLLECTIONS MANAGEMENT

Scope Note: The function of managing collections of art, private records, museum specimens and other objects which are owned by the university or on loan to the university.

EXTERNAL RELATIONS

Scope Note: The function of establishing a relationship with a body external to the university. It includes relationships with government, community, student representative bodies and other institutions. It excludes relations with respect to teaching and research management.

FINANCIAL MANAGEMENT

Scope Note: The function of managing the organisations financial resources. Includes establishing, operating and maintaining accounting systems, controls and procedures; financial planning, framing budgets and budget submissions; managing funds in the form of allocations from the consolidated fund and revenue from charging, trading and investments. The various disposal classes included in this section were identified in the Financial Management Standard 1997. See also 1. Asset Management and 5.4 Strategic Management.

HUMAN RESOURCE MANAGEMENT

INFORMATION SERVICES

Scope Note: The function of providing services based on information and information products, including library and records management services. Records relating to the drafting, production, marketing and supply of agency publications.

PROPERTY MANAGEMENT

Scope Note: The function of managing property owned or leased by the University. Includes records dealing with managing land and working, storage or living space within premises, and of acquiring, constructing, fitting-out, managing, maintaining, protecting and disposing of property. Includes buildings and land allotments owned, rented or leased by the University.

RESEARCH

Scope Note: The function of investigating or inquiring into a subject of interest in order to discover or apply facts, principles. Research may be funded by a grant, consultancy or scholarship, or may be an unfunded act of academic scholarship undertaken within the University. Includes activities associated with managing and administering research.

STRATEGIC MANAGEMENT AND RELATIONS WITH GOVERNMENT AND COMMUNITY

Scope Note: Records relating to activities of the agency documenting its interaction with the community and other government agencies. Records relating to litigation or legal advice.

Records relating to the development, monitoring and reviewing of business plans, strategic plans, corporate plans and other long-term organisational strategies. Also, includes quality assurance and certification and the formulation and amendment of legislation which provides the legislative basis for the organisation.

STUDENT ADMINISTRATION

Scope Note: The function of administration and management of students from application for admission to course or program to completion or discontinuation. STUDENT SERVICES

Scope Note: The function of providing services to students by either the university, or another entity which has an agreement or contract with the university. The services include orientation, counselling, financial and welfare assistance, child care, medical, dental, nursing support, careers assistance and spiritual support. Some services may also be available to staff.

TEACHING AND LEARNING

Scope Note: The function of conveying knowledge which will facilitate learning including curriculum planning and development, delivery, assessment, material, resources and evaluation.
